Scissors feel stuck

I am a PreK teacher and prefer Fiskars scissors over any other scissors, however, the scissors I received in this box feel stuck. My little ones are having a difficult time using them.

These look used

These scissors, which are for my preschool class, had dirty handles. Ok, I will give you the fact that maybe they have been sitting around for a while, but the blades on the black pairs look rusted. Not my favorite purchase.
